It most likely means that the manufacturer has eliminated or reduced likely allergy causing ingredients like fragrances or preservatives. Similarly, the terms "allergy-tested", "dermatologist tested", or "non-irritating" have no industry standard, and hence, offer no guarantee of not causing allergic reactions.
